Ladies and Gentlemen,

I really wonder about the lack of will even to respond, see the attached report!

The "justification" for human rights abuses and the complete lack of reporting about the unlawful attacks of SCD/ELCT provided by the Report of Lars Hofgren (from the shwedish church) and LMC team concerning patients and AIDS activist who spoke out against the theft in the church is still a scandal.

LMC and ELCT are corrupt and do no show accountability! And so do the supporting Missions from overseas!

Activist and CTC staff have not stolen, but patients are punished! Is there any reaction from the Swedish church but supporting the move of Lars Hofgren and team?

We have piles of reports and papers confirming frauds and human rights abuses in Tanzania and the church is involved, very much so!

Code of good practiceresponding to HIV & AIDS

Church of Sweden already in 2002 signed ”Code of good practice for NGO:s responding to HIV/AIDS”. This Code sets out a number of Guiding Principles, (in Chapter 2), which apply a human rights approach to the range of HIV/AIDS-specific health, development and humanitarian work undertaken by NGOs responding to HIV/AIDS. These principles provide a common framework applicable to all NGOs engaged in responding to HIV/AIDS, and are embodied within good practice principles, which guide both how we work as NGOs (Chapter 3 – Organisational Principles) and what we do (Chapter 4 – Programming Principles). Chapter 5 includes Key resources such as tool kits and manuals that can assist in putting the principles into practice. It also includes information about the process of ‘signing on’ to the Code and about implementation of the Code.

Guiding principles:

• We advocate for the meaningful involvement of PLHA and affected communities in all aspects of the HIV/AIDS response.
• We protect and promote human rights in our work.
• We apply public health principles within our work.
• We address the causes of vulnerability to HIV infection and the impacts of HIV/AIDS.
• Our programmes are informed by evidence in order to respond to the needs of those most vulnerable to HIV/AIDS and its consequences.


Ladies and Gentlemen,

Sorry but in your practical work in Tanzania you are NOT following your guiding principles, as Lars Hofgren has not been vocal about Human Rights abuses against PLWHA, he is one of the main contributor to LMC reports, still not dealing with theft from the poor in Makete accordingly -he has failed for a long time to provide correct and fair reports! People are dying because of a corrupt church and the LMC report is not reflecting the truth and does not show any tangible efforts to overcome the long lasting problems – Hofgren is not used to ask the people who suffer – he works with a church, which does not know how to solve the problems of frauds.

Well, I will go on talking about donor moneys and resources suppressing the human rights of Africans, I did not believe that earlier – but you as any other donor should strive for accountability and best practice, not only at homepages. Human Rights sound very nice on paper.

Den Brief am Ende dieses Eintrags habe ich Ende September 2007 an den Bayrischen Landesbischof Friedrich geschrieben.

Ich habe bis heute keine Antwort erhalten. Herr Bischof, für gewöhnlich antwortet man auf Briefe!

Es hat mittlerweile eine Oberkirchenratssitzung in Österreich gegeben, wo mein "Fall" (wohl gemerkt, nicht die Sache mit den Armen in Tansania und dem verschwundenen Geld) behandelt wurde und der Österreichische Bischof Sturm sich offensichtlich sehr besorgt gezeigt hat über meine Reaktionen (wohl gemerkt nicht über den "unsauberen" Umgang der Bayrischen Landeskirche mit meiner Person, mit Spendeneldern und den Menschenrechtsvergehen oder der unfairen Moslemkritik durch Vertreter der Bayrischen evanglischen Landeskirche - wie gewöhnlich: Der, der drüber spricht ist das Problem, das zugrunde liegende eigene Handlen wird unter den Tisch gewischt).

Bischof Friedrich hat ein Problem mit der Moral in seiner Kirche und ist nicht aktiv und offen darum bemüht, das in Ordnung zu bringen. Der Tradition folgend, scheint man immer wieder zu versuchen, den Boten zum Schuldigen zu machen, anstatt sich mit den eigenen Fehlern zu beschäftigen.

Das hat offensichtlich eine lange Tradition und auch der Bayrische Landesbischof scheint im Pflegen dieser Tradition geübt, anstatt sich mit den wirklich wichtigen Problemen zu beschäftigen - zum Beispiel wie man echte Solidarität mit den Armen und Kranken und ihren Rechten zeigen kann, anstatt jene Bischofskollegen zu finanzieren, die den ihnen anvertrauten Armen ins Gesicht treten.

Machmal denke ich, die die Art des Umgangs mit in Tansania erlebeten Problemen, welche die Kirche aktiv selbst verursacht (wie Diebstähle von Spendengeldern) wurde nicht in Afrika erfunden, sondern von den Missionen in afrikanische Gesellschaften hineinerzogen. Eine Fortsetzung der Kolonialgeschichte.

Stehlen = okay (damals Sklaven, Ressourcen - heute Spendengelder unter Missbrauch der Unterdrückten als Grund zu Sammlen)

Rückgrat zeigen = schlecht (damals gegenüber den Kolonialen Herren, heute gegenüber den neuen korrupten Eliten)

Das ist das Vorbild, das von den Missionswerken hier geboten wird! Wenn wundern da noch die stehlenden Eliten in Afrika, inklusive derer in den Religionsgemeinschaften.

Bischof Friedrich und seine Kirche kehren Skandale unter den Tisch.

Im Ältestenrat eines afrikanischen Dorfes wurden bei Diebstählen Konsequenzen gezogen, diesen Ansatz hat die Lutherische selbstgefällige Missionskirche mit Hilfe von sehr viel veruntreutem Spendengeld zerstört!

Bischof Friedrich scheint's nicht zu kratzen!

Sehr geehrter Herr Landesbischof,

Ich übermittle Ihnen in der Anlage den Brief- und E-Mail Verkehr, zwischen mir und den Missionswerken Eine Welt in Bayern, den Sie zumindest teilweise in Kopie bereits erhalten haben dürften.

Mein Mail and Dr. Vorländer vom 13/07/2007 erklärt die Lage in extenso.

Es liegen auch 2 Kopien von Briefen des Werkes bei, in denen Ihnen gegenüber und dem Tansanischen Präsidenten gegenüber Falschaussagen zumindest teilweise richtiggestellt werden.

Ich bin es müde, die Verfehlungen der Missionswerke (NMZ, MEW und KPS) hier weiter auszubreiten, da es mehr als gut belegt ist, dass Spendengelder in der Korruption verschwunden sind, die Vertreter der Werke mit Stimmrecht in der verantwortlichen Institution in Tansania sitzen und bis heute keine ausreichenden Konsequenzen gesetzt wurden. Die unter dieser Situation leidenden Brüder und Schwestern in Tansania – wie zum Beispiel die Menschen, die mit HIV/AIDS leben – sind in der „Diskussion“ keiner Rede wert.
Ich war zu jeder Kommunikation immer bereit und habe auch sehr lange erfolglos versucht mit den Verantwortlichen direkt zu kommunizieren – im Sinne einer positiven Veränderung.

Der Grund für diesen Brief an Sie ist, dass ich Ihnen versichere, dass es bestimmte Grenzen gibt und ich mich durch die Werke nicht als Phantom einspannen lasse, um von diesen Problemen abzulenken.

Der durch die Bayrische Landeskirche (aber auch die Diktion anderer Kirchenvertreter in Europa und Tansania lassen eine ähnliche Strategie vermuten) konstruierte Religionskonflikt zwischen Moslems und Christen in Tanzania, ist dem Land und dem Präsidenten gegenüber besonders unfair. Die Situation dort, wird allgemein als ein positives Beispiel des Zusammenlebens der Religionen angesehen und Präsident Kikwete ist hier über jeden Zweifel erhaben.

Ich auch! Und ich werde auf Versuche der Missionswerke und von Kirchenvertretern mich mit - freundlich ausgedrückt – konstruierten Unwahrheiten und Anwürfen als offensichtliches Symbol für die Vielen (vor allem Afrikaner), die über Probleme reden und Veränderung fordern, nicht zum Problem oder Mitschuldigen konstruieren lassen.

Ich hoffe nicht, dass das nötig wird, aber ich werde aber in Zukunft sehr konsequent und auch unter Ergreifung von Rechtsmitteln reagieren.

Einen Balken in den Augen der anderen zu konstruieren, um von dem eigen abzulenken und das ohne Rücksicht auf sensible Bereiche wie Identitäten (Religionskonflikt), war schon immer eine Strategie, die außer viel Leid für alle Seiten letztlich nichts gebracht hat. Ich lasse mich dazu nicht einspannen.

Morogoro ELCT Pastor has been expelled following sex allegations

ELCT Morogoro Diocese has sacked Pastor Mchungaji Thomas Richard Kitale - son of a Bishop following sex allegations and stealing church offering.
It is also alleged that the pastor is separated from his legal wife after abandoning her and their two children. Confirmed reports from the Diocese say that CDC has decided to sack Pastor Thomas after his father – suing his position [as a bishop] protected him for “donkey” years.
The inside sources say that Bishop Kitale turned a blind eye even though the congregation presented their complaints against the pastor.
They claim that in every Congregation that he served the Pastor was involved in many scandals including embezzling church funds, but no one dared to take any action because of his father’s powers.
When she was interviewed by this paper the Pastor’s wife said that she is one of the people who presented their cases to Bishop Kitale, but they were met by a brick wall [without success].
`I told my father-in-law more than ten times that his son was a drunk, he has abandoned me with two children, he sleeps around [outside the marital home] and in the morning when I ask him he hits me.
’I am tired and now I have left him. But ever since he has never given any maintenance for the children,’ said the woman who now leave in Ukonga in the city [Dar es Salaam].
She said that she has been to the Department of Social Services in Morogoro to ask for help, but the Pastor has categorically refused to honour the agreement to take care of the children.
She said now she wants to go to the courts to file for a divorce and children’s maintenance.
Apart from the Pastors saga, the Morogoro Diocese now is facing another problem as the congregation wants Bishop Kitale to be sacked.
The congregation has already presented their grievances to the head of ELCT Bishop Mushemba regarding the scandals of the Bishop including that of embezzling church project funds, tribalism and defending his son’s adultery activities.
Dr. Mushemba told this paper that he has received complaints against Bishop Kitale and that he is dealing with the issue.
The Congregation claims that Bishop Kitale has turned the Church into his company because he is using his position to fund the education for his relatives instead of giving the opportunity to the church workers.

ELCT Rejects one of its Bishops
The Evangelical Lutheran Church in Tanzania (ELCT) has dismissed Dr. Jerry Mngwamba from serving as Bishop of the Eastern and Coastal Diocese, effective Wednesday, March 27, 2002.
He has also been defrocked which means he becomes an ordinary member of the Church having been denied the right to serve as a Church minister.
The decision was reached during an extra-ordinary General Assembly of the Eastern and Coastal Diocese on March 27, 2002 to endorse the decision of the ELCT Executive Council to suspend the Bishop from power and approve the appointment of Rev. Dr. Hans Mwakabana as caretaker leader of the Diocese.
Dr. Mngwamba was in the centre of a probe investigation by the Church which was formed to establish the authenticity of allegations on flagrant abuse of power; embezzlement of church funds at all levels; fraud by misusing tax clemency and above all, a hoard of sex scandals; instances of non adherence to Church norms, principles, integrity, reliability and credibility, as a Christian leader.
Early this year the probe team formed by ELCT Presiding Bishop, Dr. Samson Mushemba, managed to interview 1,200 people. The team comprising of eight people, lead by ELCT Bishop Zephania Mgeyekwa of South Central Diocese presented an 80 page-plus-document to Bishop Mushemba on Saturday March 16, 2002 after working on the issue for about eight weeks.
On Monday March 25, 2002 Dr. Mngwamba dragged to court the Presiding Bishop of ELCT, Dr. Samson Mushemba and the Secretary General, Mr. Amani Mwenegoha allegedly for suspending him illegally and for interfering in the affairs of his diocese. But he withdrew the case on the same day on condition that the matter should be settled out of court and that the content of the Bishop Mgeyekwa's probe report should not be made public.

The ELCT Constitution allows the Presiding Bishop to go and investigate any matter in any diocese by himself or using his representative or agent. The provision enabled him to form the probe team. The findings were discussed by the Executive Council, the second highest decision making body of the Church where all the bishops and their secretary generals meet.
The highest decision-making body is the General Assembly that meets every four years.

The then Dean of the Diocese, Rev. Adam Kombo resigned for failing to advise the Bishop when he flouted the Constitution and displayed dishonourable conduct while in office as a spiritual leader in the Diocese. However, Kombo was pardoned and was also allowed to retain his position as a pastor.


It is fine to forgive and pardone somebody who has failed, are the poor forgiven or do they have to die again and again, while the culprits are eating???

Start the blog!

Hi all,

this blog will serve the publication of pices concerning the ongoing systemic corruption/theft in the local Lutheran Church of Tanzania and in particular in Makete.

Documents, like mails and correspondences from African media and stakeholders, as opinons and mails from the donor missions will be published.

The African part of the correspondence I am keeping in my hands shows, that there is a emerging self reliant society, which does not anylonger accept that foreign donor money frequently ending up in the wrong pockets is spoiling the democratic and fair local african development.

The blog should serve the exposition of a policy of hiding by beneficaries and donors, who built an alliance against the poor while using the pictures and stories of their plights to collect more money. Obviously there is a lack of professionalism.

Last but no least, it should serve self reliance and accountability through public pressure as it seems that the will of the Lutheran Church to change this unbearable situation is limited.

Most of it will be in German, as it serves a German/Austrian audience and much of the correspondence is in German.

I would be happy if others would join and I am ready to take up other participants to write.
